SAVOF HALFJAAR VERGADERING

Die SAVOF halfjaar vergadering het Saterdag 13 November 2010 te Edenvale plaagevind. Graag wil ek net vir Riekie Labuschagne en Andre Bezuidenhout wat die vergadering saam met my bygewoon het dankie se vir hulle teenwoordigheid en insette.

Dit is net jammer daar is so min tyd om sekere aspekte te bespreek. Ons het 09H00 begin en was teen 17H00 klaar, maar daar is punte wat ‘n mens in meer detail sal wil bespreek.

Die volgende punte het uitgekom :

1) Gauteng het ‘n voorstel ingedien om hengeltye vanaf 07H00 - 15H00 te verander na 08H00 – 16H00. Redes het maar gegaan oor swak toestande van die paaie. Die besluit is geneem dat dit elke provinsie se eie besluit is hoe laat die betrokke kompetisie begin.

2) Daar was ‘n versoek in rakende die hounette, skepnette en landingmats. Die hounette en skepnette moet teen 1 Desember 2011 ‘geconvert’ wees na die knooplose standaard. Landingmats vir die Juniors vir 2010 is nie verpligtend nie. Maar sal wel verpligtend wees vir die Februarie 2011 SA’s vir die dames en Maart 2011 SA’s vir die Seniors. Juniors sal dan ook verpligting wees vir die Junior SA’s 2011.

3) Verder was daar die bespreking rakende die DVD koste vir die Juniors wat Gauteng-Noord nie wil betaal nie. SNW was die ander provinsie wat ook daarteen geskop het. Die res van die provinsies het nie ‘n probleem gehad nie. Wat ons bietjie onkant gevang het, was die feit dat daar ‘n kommunikasie in Julie 2010 uitgegaan het , waarin die aangekleentheid aangespreek is en provinsies die geleentheid gegee is om te reageer. Wat ek en Riekie kom sien, lyk dit of GN nie op daardie distribusielys was nie. Ons het eers bewus geword van die skrywe tydens die vergadering Saterdag. Daar is ‘n versoek vanaf SAVOF bestuur dat GN die betaling in heroorweging neem. Ons het onderneem om dit te doen en ek sal dit met die dagbestuur, saam met die Junior komitee bespreek hoe ons die koste gaan betaal.

4) Reel 8.4 handel oor die geelvis reel. Daar sal geen waarskuwing meer wees nie. Die sak sal gedwiskwalifiseer word.

5) Reel 8.3 handel oor die opsny van vis. Ek het dit tydens die vergadering opgebring – rakende waar is visbewaring nou van toepassing. Moet se ek nog steeds nie ‘n antwoord gekry nie, behalwe dat hulle daarna sal kyk.

6) Daar is weereens bevestig van Des v jaarsveld dat Feeder Angling nie Oewerhengel sal vervang nie.

7) Daar is ook weereens gepraat oor die oewerhengel se wegneem van Protea klere waarby Des v Jaarsveld die spreker buite orde geroep het. Maar ek moet se hier kom nog ‘n ding hieroor. Ek het ook die betrokke persoon se besonderhede geneem, om graag bietjie te gesels oor die aangeleentheid en dan te kyk vanaf GN watter tipe druk daar op SAVOF toegepas kan word.

8) Ons as GN sal dringend moet kyk na ons affiliasie na provinsiale vlak – Sports Council. Ek sal met Herman gesels sodra hy terug is vanaf die Meester SA’s.

9) GN is ook aangewys om die SAFBAF Nationale klereaand aan te bied. Die klereaand sal plaasvind op 30 Julie 2011.

10) Op die jaarprogram word die Meesters SA’s gewys op die 1ste week van November – dit is geskuif na die 2de week in November. Ek weet daar is nog ‘n datum of twee wat die reg is nie, en ek sal via email met Fred Visagie kommunikeer rakende die datums.

SAVOF Reels

1. Dit blyk of daar baie verwarring bestaan oor die implementering van die gewysigde SAVOF Oewerhengelreëls soos finaal op die 2009 SAVOF Algemene Jaarvergadering goedgekeur. Derhalwe word die vergaderingbesluit met betrekking tot die implementering van die hengelreëls op versoek weereens aan betrokkenes bekend gemaak.

2. Die gewysigde oewerhengelreëls soos versprei is in sy totaliteit op alle lede kategorieë van toepassing dit wil sê op alle Meester, Senior, Dames- en Junior Oewerhengelaars. Daar is geen differensiasie of uitsonderings op enige van die kategorieë van toepassing nie.

3. Wat die implementeringsdatum van die nuwe hengelreëls betref is daar op die SAVOF Algemene Halfjaarvergadering van 28 November 2009 besluit dat die gewysigde reëls op alle nasionale kampioenskappe wat na 1 Mei 2010 plaasvind van toepassing sal wees waarvan die 2010 Nasionale Meesterskampioenskappe wat in November 2010 plaasvind, die eerste sal wees. Die hengelreëls sal dus ook op alle Nasionale Kampioenskappe na die Nasionale Meesterskampioenskappe van toepassing wees (sien paragraaf 15.2.6 van die notule).

4. Wat skepnette en hounette betref is op die SAVOF Algemene Halfjaarvergadering van 28 November 2009 besluit (sien paragraaf 15.2.4 (f)) dat die gebruik van skep- en hounette van gevlegte/ geknoopte lyn nie meer toelaatbaar sal wees nie en dat hengelaars verplig sal wees om binne 'n tydsperiode van 2 jaar vanaf die datum van die besluit (vergaderingdatum) na lynlose of knooplose skep- en hounette wat van 'n sagte materiaal gemaak is en wat nie skadelik vir visse is nie, oor sal skakel. Die skepnette en hounette sal dus eers met ingang 28 November 2011 geïmplementeer word. Vir doeleindes van vergemakliking is die datum na 1 Desember 2011 gewysig (sien opskrif van hengelreël 7.1.1).

5. Wat die “unhooking mat” of “landing mat" betref is besluit om die “mat” vanaf die implementeringsdatum van die gewysigde reëls (2010 Meesterskampioenskappe) van toepassing te maak. Die infaseringstermyn van twee jaar sal dus nie op die “unhooking mats” van toepassing wees nie. Met ingang van die 2010 Meesterskampioenskappe sal "unhooking mats" dus verpligtend wees.

6. Ons vertrou dat die skywe meer duidelikheid sal bring en word provinsiale ledeliggame versoek om die Gewysigde Oewerhengelreëls en verduidelikende aantekeninge aan alle Spanbestuurslede en Klubs beskikbaar te stel met die versoek om die reëls te bestudeer ten einde verwarring en teleurstelling na implementering uit te skakel. Neem asseblief interpretasie navrae direk met die toepaslike Vaste Komitee en regstreeks met die SAVOF Beamptekomitee op. Roetinering van navrae kan ook via die SAVOF Sekretariaat aan die Beamptekomitee gerig word.

GROOTDRAAI NAWEEK KLUBKOMPETISIE UITSLAE 6-7 NOVEMBER

Die naweek kompetisie by Grootdraai was nie so goed verteenwoordig soos ons gewoond is aan 'n klubkompetisie nie.  Daar was maar 28 lede by die klubkompetisie.  Maar soos ons grootdraai ken het hy weer gesorg vir sy storms en reen.  Tente en kazebos is weer weggewaai.   Wanneer is die beste tyd om by Grootdraai te hengel???  Wanneer Koedoe nie daar hengel nie!!!!

SAVOF REPORT ON THE LADIES WORLD CHAMPIONSHIPS

The South African Freshwater Bank Angling Federation very successfully hosted the 17th Ladies World Match Angling Championships which took place at Bloemhof from 29-31October 2010.

Twelve countries Spain, Czech Republic, Poland, Finland, Netherlands,France, Portugal, Italy, Hungary, England, Russia, and South Africa participate in the event. The President of the International Freshwater Sport Angling Federation (FIPS-ed).

The activities kick off on Friday 29 Nov.2010 with a Flag Parade through the main street of Bloemhof followed by the official opening at which the Deputy-Minister of Sport and Recreation Mr. Gert Oosthuizen was the keynote speaker. The opening was followed by the playing of the national anthems, the introduction of the teams and a welcoming dinner. The championship took place on Saturday and Sunday 30-31 Oct 2010, followed by the price giving. A closing down celebration dinner was held for the Teams, dignitaries and organisers in the Bloemhof Town Hall. The Closing Down Dinner was attended by Mr. John Pledger President of the SA Sport Anglers and Casting Confederation (SASACC) and Mr. Alan Losaba, CEO of the North West Parks and Tourism Board (NWPTB). The North West Parks and Tourism Boards was the main stakeholder and the naming rights was allotted to them.

The Italian Team achieved the almost impossible by winning the bronze medal after the first of a four busses convey in which they were travelling from OR Tambo to Bloemhof overturned near Wolmaranstad. Five members of the team were originally admitted to hospital. The Team decided to notwithstanding their misfortune to continue participating with their reserves and the anglers that was released earlier this week. The President of the South African Freshwater Federation Mr. Des van Jaarsveld mention in his opening address that the teams decision to still participates speaks of courage and determination.


In his welcoming speech Mr. Des van Jaarsveld convey his appreciation towards the Deputy Minister Mr. Gert Oosthuizen who have nevertheless the fact that he have only arrived from France at 10h30 the same day, travelled almost 500 kilometre to attend the opening ceremony. Mr. van Jaarsveld mentioned that the Minister once again live up to his good reputation of being a man that could be depended on and who always have the interest of sport at hart, nevertheless the inconvenience bestowed on him.


the Hosting Federation were overwhelmed with the support, involvement and commitment that they received from the North West Parks and Tourism Board, the Dr Ruth Segomotsi Mompati District Municipality, the Lekwa-Teemane Local Municipality, the Community and our schools form Bloemhof and Christiana. These stakeholders together with the private sponsors were in every respect the true co-hosts of this event. Your financial contributions and input in the management structures of the event was crucial and absolute essential.

In addition to this present schools program, the hosting Federation has decided to introduce a Bloemhof World Championships Legacy Program. The objectives of the program are to get the youth from Bloemhof and surrounding involved in sport and recreational angling not only learning them the skills of angling, but also to become involved and educated in environmental and nature conservation issues and to introduce them to the outdoors. The youth will be provided with a solid foundation in the freshwater aquatic ecosystems and their management as it applies to angling. The program will involves day clinics, special event clinics held on weekends, mass participation programs, school classroom programs, the creation of an effective and integrated talent identification and development program in alignment with the SAFBAF High Performance Program. To put this into operation and as a monitoring instrument, a Service Level Agreement was signed between the Host Federation and the North West Parts and Tourism Board for a period of three (3) years.

The management of the 17th Ladies Match Angling World Championships took place under the supervision of Mr. Werner Lubbe as Project Manager of the Local Organising Committee. The Host Federation invited stakeholders from the NWPTB, Lekwa-Teemane and Dr Ruth S Mompati District municipality to appoint representatives to serve on a Task Group who has in conjunction with the LOC govern and oversee the project to its successful conclusion.

Compare to our National Protea Team expectancy the results was disappointing although have achieved their best team position ever. Over the last three years our National Protea Team finished in the 14th position. In the individual classification South Africa have two representatives namely with Adele Liebenberg in the 8th and Rita Gronum in the 10th Position.
